Development planning and territorial planning are exclusive responsibilities of Decentralized Autonomous Governments (GADs), involving a coordinated effort across all levels of government under the constitutional principles and regulations currently in force in Ecuador. These responsibilities are currently closely linked to the necessary incorporation of innovative strategies and actions.
